摘  要:教师参与教育策策执行是社会主义民主政治和教育政策民主化的内在要求。在教育政策执行过程中,教师具有决策者、执行者、评价者等多重主体属性,因而教师参与在很大程度上关系到政策执行的效果。教师参与教育政策执行能够充分发挥教师在学校教育中的特殊身份作用,减少教育政策失真。我国教育政策执行中的教师参与一直处于弱势状态,教师参与应在教育政策执行的不同阶段从政策解释、政策宣传、政策实验、政策监督等有参与价值的环节入手,发挥教师在教育政策执行不同阶段的不同角色作用,从而有效分享教育政策问题信息,增进教育政策的接受性,监督并巩固教育政策执行。Teachers' participation in educational policy implementation is inherent requirements of socialist democracy and democratization of educational policy.In the process of educational policy,the multiple roles teachers acting are as policy makers,implementers,evaluators.Therefore,teachers' participation in educational policy implementation is largely related to the educational effectiveness of policy implementation.This can fully plays special status in school education and reduce educational policy failure.Teachers' participation in educational policy implementation has been in a weak state in China,and teachers should be involved in the different stages of educational policy implementation from the policy interpretation,policy advocacy,policy experiments,policy supervision and share information of educational policy issues,enhance educational policy acceptance,supervise the educational policy implementation and strengthen educational policy.
