摘　　要：义务教育质量评价是一项系统工程,涉及评价内容、评价对象、评价主体、评价的实施路径与方法、评价的信息支持系统以及评价标准等一系列问题,为此需要构建一套完备的评价体系。评价体系的构建应沿着科学严密的路径进行:首先应明确义务教育阶段学生发展的作用主体、内涵与发生过程,从而构建评价的理论模型;在评价理论模型的基础上构建一套完备的指标体系;基于指标体系设计数据指标,进而形成科学的数据收集系统;此外,评价体系还需通过独立专业的评价机构、公开透明的评价程序以及科学合理的评价标准以形成广泛认可的评价结果。Compulsory education quality evaluation is a systematic project which involves evaluation content, objects, subject,methods and the path, information support system, evaluation criteria and other issues, so we must build a comprehensive evaluation system. Compulsory education quality evaluation system should be carried out along scientific and rigor path,First,we should make the role of the subject,content and process of the occurrence of compulsory process clear to build a theoretical model of evaluation, build a comprehensive index system based on the evaluation theoretical model,design data indicators based on the comprehensive index system and then establish a comprehensive data collection system,Finally evaluation system needs evaluation by an independent professional organization, open and transparent evaluation procedures as well as scientific and reasonable evaluation criteria to form a widely accepted evaluation results.
