摘  要:地方性工科院校高层次人才引进相对困难,特别是人才规划目标缺乏特色、人才评价机制尚不合理、人才队伍建设比较模糊等。这些内在问题的存在,是这类高校高层次人才引进面临的主要矛盾。通过围绕学校顶层设计制订科学合理的人才规划目标,建立以创新和质量为导向的考核评价及服务体系,转变人才引进外延式的扩张到内涵式的发展道路,将高层次人才引进工作和学校的总体发展战略结合起来,使其在促进高校又好又快发展中发挥引领和带动作用。Local engineering colleges had difficulty in attracting and employing high-level talents. The talents planning lacked characteristics. The talents evaluation mechanisms were designed unscientifically, and the construction of talents team was poorly designed. Those were major issues faced by local engineering colleges. This research, with a scientific and reasonable talents planning designed by school board, is trying to build up an evaluation and service oriented system which is led by innovation, creativity and quality, and to change the pattern of attracting talents people from denotative expansion to connotation development. And this research attempts to combine the talents employment with the overall development strategy, in order to promote a sound and rapid development.
