摘　　要：残疾儿童学前教育日益成为中国特殊教育事业的一个重要问题,残疾儿童学前教育的实现需要相关政策提供权威保障和实践依据。通过对中国残疾儿童学前教育政策文本的考察,中国残疾儿童学前教育政策从倡导性的"积极开展"发展到"普惠性"残疾儿童学前教育政策,并在教育机会和教育资源上提供确实保障。Pre-school education for handicapped children is increasingly becoming an important issue of special education in China. In order to make sure that the handicapped children have access to pre- school education, relevant policies must be made to provide authorities＇ guarantee and practical basis. Through the review of the policy document of pre - school education for handicapped children, China＇ s policies of proschool education for handicapped children have changed from promoting the development of preschool education to popularizing pre - schoot education for handicapped children and meanwhile these policies can ensure children＇ s educational opportunity and educational resources.
