义务教育均衡性发展的现状及策略研究——以绥化市北林区为例

摘  要:义务教育均衡性发展是一种普遍确立的教育信念。义务教育均衡性发展既可以为学生提供平等的教育机会和教育过程,又可以促进社会的和谐发展。以绥化市北林区为例,从义务教育经费投入不均衡﹑学校规模差异及学校结构不合理﹑师资资源分布不均衡和学生生源分布不均衡四方面分析义务教育均衡性发展中存在的问题。主要从加大基础教育投入及完善学校基础设施建设﹑整合教育资源及调整教育布局﹑加强师资建设﹑完善评估体系四方面,提出解决绥化市义务教育均衡性发展中存在的问题,以期最终实现绥化市义务教育均衡性发展的最终目的。The proportional development of compulsory education has been a universal educational belief. The proportional development of compulsory education can not only provide equal education opportunities and process for students, but also promote the harmonious development of society. The paper analyzes the problems of the proportional development of compulsory education in Suihua City using Beiling Region as the example from four aspects compulsory education funds investment is disproportional; school size and structure is not reasonable; teachers' resources distribution is disproportional and students' resources distribution is disproportional. The paper provides some strategies from the following four aspects--increase investment in basic education and improve school infrastructure construction; integrate education resources and adjust the distribution of education; strengthen the teachers' construction and perfect the evaluation system. In order to achieve the ultimate goal of compulsory education proportional development in Suihua City.
