高等教育公平与效率兼顾论

摘　　要：高等教育的公平与效率之间既不是相互排斥、彼此对立的关系,也不是自觉转化、必然促进的关系,而是相辅相成,在一定条件下可以相互转化、相互促进的关系。实现高等教育公平与效率兼顾就是要根据特定的国情、教情、社情、民情与每个学生的条件和意愿,以及效率与公平的理论结构按不同层级安排找到更能兼顾好公平与效率的平衡点,从社会发展与个人发展两个方面求取相对公平与效率的最大值,促进二者的动态适应与相互转化。实现高等教育公平与效率兼顾既是我国社会发展的强烈呼唤,又是高等教育和谐发展的迫切要求,还是国际高等教育发展的共同经验。合理分流是实现高等教育公平与效率兼顾的最佳途径。其机理在于合理分流取向具有兼顾性、分流策略具有科学性、分流结构具有协调性、分流模式具有多样性、分流机构的定位具有切实性、分流资源配置具有合理性。实现高等教育的合理分流是一项系统工程,需要做多方面的探索与努力。Rather than mutually exclusive and antagonistic, equity and efficiency of higher education are both opposite and complementary. Their mutual transformation and promotion occur under certain conditions. To take into account both equity and efficiency of higher education, we should have different arrangement in levels to achieve the balance of equity and efficiency according to specific condition of nation, education and society, desire of students and the theory concerned, we should also set the maximum value considering social and individual development to promote the dynamic adaptation and mutual transformation. The development of society and higher education in our country urgently require us to give consideration to the equity and efficiency of higher education, which is international common experience as well. The best way to realize such goal is reasonable diffluence, because of the overall orientation, scientific strategy, harmonized construction, multiple modes, practical location of organization and rational resource allocation in reasonable diffluence. Taking into account both equity and efficiency of higher education is a systematic project, which demands of exploration and efforts in many ways.
