摘 要:在高校教师发展政策中政府主导的宏观调控和高校的自主发展成为一对矛盾体,如何处理好两者之间的关系是当下高校教师发展工作顺利并有序开展的前提和关键。教师发展应是大学内部的管理制度,政府和高校的冲突在于两者之间的权责关系不明确、制度建立不健全、行政权力过大、政策不能适应高校教师发展的变化,要在政府鼓励和高校主导之间找到平衡点首先要明晰各自的责任所在,其次要处理政府和高校的关系,最后两者同心同德,形成政府和高校的合力,共创教育兴国的辉煌之途。The macro-control by government and the autonomous development of colleges and universi- ties is a pair of contradiction in the teachers' development of higher learning institutions. The coordinative relationship between the two is the premise and key to have a smooth and orderly work in the teachers' development. By looking back to the development policy for teachers, it should be an internal management system. The conflict of the government and the higher learning institutions lies in the unclear authority-re-sponsibility relationship between the two, the imperfect system and the over-sized executive power and the non-adaptable policy to the change of the teacher development. The solution to the problems is that the two parties should make clear each responsibility, and then properly handle their relationship and finally share common goals to make themselves into joint forces to create a brilliant way for education rejuvenation.
