摘　　要：针对国际验船师的培训要求,结合中国船级社实际,将资质管理和目标管理结合,总结基于资质目标的培训体系的模型构建和实施情况。根据资质理论和模型构建方法,建立GBTS资质体系和相应的培训大纲,并规定了对应理论模块(76个)、培训学时、实践要求(697个)、评估要求等,涵盖了强制性要求、管理要求、技能要求。将基于资质的培训体系和目标管理相结合,更能促进验船师专业化职业生涯的规划和发展。Abstract： According to the training requirements of international surveyors and our actual, the model structure and implementation of the goal-based training scheme were expounded, combining with competence management and objective management. According to the qualification theory and model construction method, the GBTS qualification system and corresponding training programs were established. The corresponding theory modules, training hours, practice requirements, assessment requirements were specified, including the mandatory requirement, management requirement and skill requirement. Combining the qualification-based training system with the objective management, can promote surveyors＂ career planning and development.
