摘  要:早期教育对特殊儿童的身心发展具有重要意义。随着融合教育理念逐步深入人心,早期融合教育受到越来越多的关注,但在我国的整体发展水平有限。基于生态系统理论,教育政策法规在推动早期融合教育发展的过程中发挥着举足轻重的作用。政策法规先行已成为不少人的共识。他山之石,可以攻玉。通过对中美欧早期融合教育政策进行比较,以期为我国早期融合教育政策的制定及发展完善提供有益的启示,从而更好地推动我国早期融合教育的发展。Early education is important for children with special needs to develop well. As the idea of inclusive education is deeply accepted, more and more attention is given to early inclusive education, however, the overall state of early inclusive education in China is not optimistic. On the basis of ecological system theory, educational policies and regulations play an important role in promoting the development of early inclusive education. The priority of policies and regulations is widely recognized. Advice from others may help one overcome one's shortcomings. By comparison of early educational policies of China, the U.S. and Europe, it is expected to provide some meaningful info for the establishment and improvement of early inclusive education policy in China, and then our early inclu- sive education will get a good development.
