摘  要:为了促进社会经济发展和建立终身学习社会,英联邦小国致力发展虚拟大学的跨国资历框架和学分转换机制,让学习者获得的资历和学分可以在英联邦不同国家得到认可和衔接。本文含八个部分:第一部分介绍英联邦小国虚拟大学和跨国资历框架的背景;第二部分阐述跨国资历框架和学分转移的设计理念;第三部分描述跨国资历框架和学分转移的筹备工作;第四部分介绍跨国资历框架的构建和资历学分的标准;第五部分分析跨国资历框架和学分转移的试点;第六部分阐述资历在跨国资历框架中的注册情况;最后两部分分别是经验教训和结论。作者希望,在开放教育资源盛行、网络教育技术不断完善的今天,英联邦小国虚拟大学跨国资历框架和学分转移机制,能对我们在虚拟环境中通过教育合作和优质教育资源共享,实现各级各类教育的衔接和沟通有所启发。In order to promote the development of social economy and a lifelong learning society, small countries of the Commonwealth devote themselves to establishing a transnational qualifications framework and credit transfer mechanism, mutually recognizing qualifications and credits of each other. This paper consists of 8 sections. The first section introduces the background of Virtual University for Small States of the Commonwealth(VUSSC) and qualifications framework in these small countries. The second section depicts the design rationale behind the transnational qualifications framework. The third section introduces the preparation for the transnational qualifications framework, including establishment of VUSSC, ICT training, and designing the VUSSC website. The fourth section describes the structure of the transnational qualifications framework and the standards of qualifications credits. The fifth section introduces the pilot project of the transnational qualifications framework, ie. designing the reference standards, recognition and transfer of different qualifications, establishing quality assurance systems and prior learning recognition. The sixth section depicts qualifications registration. The last two sections are lessons and experiences learned and the conclusion. It is hoped that the VUSSC experience will benefit the establishment of qualifications framework and learning credits recognition across different education sectors.
