摘  要:英国教育部根据绿皮书《咨询提案》的进展,于2012年5月发布《支持与期待:特殊教育需求与残疾儿童的新方法——进展与下一步计划》报告,以进一步完善特殊教育服务体系。此次改革的思路包括:改革经费投入体制;整合地方支持体系;提升主流学校服务质量;赋予家长和儿童权利。总结英国特殊教育服务体系改革的相关经验,能为完善我国特殊教育服务体系提供一定的启发。Based on the progress of the green paper Support and Aspiration: A New Approach to Special Educational Needs and Disability--A Consultation, the Department for Education in the UK published a report named Support and Aspiration: A New Approach to Special Educational Needs and Disability--Progress and Next Steps in May, 2012, so as to take next steps to improve its special education services system. The train of thoughts con- tains four points as follows : reforming funding system, integrating local supporting system, improving the service quality of mainstream schools, endowing parents and children rights. Summarizing relevant experience of special education service system reform in the UK can provide us some enlightenment for improving our special education service system.
