摘  要:发展中职教育,首先要加强政府统筹,注重顶层设计。通过对黔南民族地区的中职学校访谈调查后发现,虽然该地区在发展中职教育的过程中也取得了一定的成绩,但是也存在政府统筹乏力、学校自身建设不足、教师队伍职业倦怠和生源素质持续下滑等问题。出台《黔南布依族苗族自治州关于大力发展中等职业教育的暂行办法》是统筹全局、协调各方,加速发展黔南地区中职教育、科学落实"9+3"计划的关键。In order to develop secondary vocational education, governmental coordinating should be strengthened and plans at the top level be attached importance to. Through interviews and investigations upon the secondary vocational education in Qiannan Ethnic Region, it has been found that despite certain achievements, there exist some problems such as weakness in governmental coordinating, lack of selfconstruction of school, teachers" burnout for their career and the continuous decrease of students" quality. As a measure to tackle these existing problems, the document " the Temporary Rules for Rapidly Developing Secondary Vocational Education in Qiannan Buyi and Miao Autonomous Prefecture" should be issued. More importantly, it is the key to coordinate all aspects involved, enhance the development of the secondary vocational education in the region and carry out the "9 Plus 3" Plan.
