摘  要:苏格兰职业教育资质框架体系可以使每一位学习者设计和实施自己的职业生涯规划,学习者可以是各个年龄段及各种不同职业、学习基础、学习背景,甚至是在职的职工。其运行机制包括以学分为基本单元的资质升级机制,以合作伙伴为参与者的激活机制和第三方介入体系内的运行监督机制。苏格兰完善的学分转换机制和多元化的认证体系对我国建立终身教育体系有一定的借鉴意义。The qualification framework of vocational education in Scotland can help every learner design and implement their professional career plan, and the learners regardless of their occupations, learning basis, learning background can enter into vocational education system. Its running mechanism include the qualification enhancement mechanism taking credit as the basic unit, the motivation mechanism taking partnership as the participant, and the running and monitoring mechanism subjected by the third party. The optimal credit transfer mechanism and pluralistic certification system have great enlightenments to China.
