摘 要:世界各国若想实现普及初等教育的目标,就必须有效地解决众多人口的失学问题。联合国教科文组织(UNESCO)全民教育《全球监测报告》近10年来对全球各地尤其是贫困落后国家和地区的儿童少年失学问题给予了持续关注。报告从失学人口的规模和分布、国际社会控制失学的援助分配方案以及控制失学的进程和挑战等方面对全球各地失学人口状况进行监测评估。评估指出,尽管失学人口有逐年减少的趋势,但减少的速率和区域并不均衡,并且国际社会为控制失学而采取的援助策略并未取得理想化的成效,控制失学仍然面临巨大挑战。To achieving the goal of universal primary education, Countries around the world must effectively address the problem of large out-of-school population. The EFA Global Monitoring Report of UNESCO has been given sustained attention to the problem of children and adolescents dropping out from schools around the world especially in poor and backward countries for nearly 10 years. The report monitored and evaluated the state of the global out of school population from the aspects of the size and distribution of the out of school populati.n, the international community aid distribution plan, as well as the process and challenges of controlling out of school. The assessment has noted that, although the out of school population has a decreasing trend, but the reduce rate and regions have not been balanced. Besides, the international community aid plan has failed to achieve idealized resuits and out of school controlling still faces enormous challenges.
