摘　　要：经济合作与发展组织(OECD)于2012年5月发布"技能战略",提出了一个具有全球性整合特征的战略框架。该"技能战略",目标指向是技能的投资与使用,协调机制是保持其连贯性的制度和工具,重点强调了技能的需求、供应和使用三个相互关联的领域,而其支柱是形成确保技能供需匹配与平衡的机制。OECD released a skills strategy in May 2012, and proposed a global strategic framework with integrating feature. The oriented target of OECD Skills Strategy is invest- ment and use of skills, and its coordination mechanisms is the system and its tools to main- tain the coherence, the focal point is three interrelated areas of skills demand, skills supply and skills use. The pillar is the formation of matching skills supply and demand and its balance mechanism.
