摘  要:进入21世纪以来,英国政府对义务教育投入进行了声势浩大的改革。这些改革举措主要有:引入学校专门拨款,废除部分具体拨款;引入中小学生补助金,加大对处境不利学生的投入;简化拨款程序,增强投入过程的透明性。这些具体改革举措背后都蕴含着政府对教育投入的价值取向。在不同历史时期,英国政府的价值倾向各有侧重,新世纪以来的投入改革更倾向于公平,但同时也兼顾效率。The government of the United Kingdom has reformed its compulsory education investment at a large scale since 21st century. These reform measures mainly include:introduced the Dedicated Schools Grant, and abolished some specific grants;introduced the Pupil Premium, and increased the funds for the disadvantaged students; simplified the funding procedures, and improved the transparency in funding process. In different histor- ical periods, the emphasis of value is different. The value orientations behind present reform measures are tend to be on equity, but also taking efficiency, equation and transparency into account.
