摘　　要：在高校落实“以德治国”的治国方略 ,必须在坚持“依法治校”的前提下 ,全面贯彻“德治为本”的指导思想。从师德建设和学生德育两方面入手 ,推进以德治校。加强师德建设 ,发挥师德的示范、辐射和教化作用 ,融德育于各项教育教学活动之中 ,培养德才兼备的建设者和接班人。要实行以德治校 ,还要处理好德育与智育的关系、完善道德评价机制与优化道德环境的关系、以德治校和依法治校的关系。When implementing the policy of the rule of virtue in our country,we must completely carry out the guideline thought of taking the rule of virtue as the basic on the premise of insisting on the rule of law in university.We can set to work from the construction of teacher's moralities and the education of student's moralities,promoting the rule of virtue in university,putting emphasis on the construction of teacher's moralities,taking full advantages of its functions as an model,radiating and cultivating,merging the moral education into all kinds of teaching activities,and training successors of having both ability and political integrity.To getting the rule of virtue in a university,we need to deal with the relationships between moral education and intelligence-oriented education,perfect the relationship between morality judging system and its circumstance,the relationship between the rule of virtue and the rule of law.
