摘　　要：高等教育的改革和发展必须坚持为社会主义现代化建设和社会进步服务的宗旨 ,以终身教育为根本指导思想 。The principle of serving socialist modernization and social progress must be adhered to in the reform and development of higher education with life long education as the basic guiding ideology.New ideas and new counter measures are indispensible.
