摘　　要：2017年,澳大利亚职业教育研究中心发布《一个更好的职业教育投资回报评估框架》,通过三个主要的利益相关方视角对职业教育的收益提供了"全景式"概览;通过经济性和社会性多维指标将职业教育回报"透明化"。该《框架》深化了人们对职业教育功能本质和应负责任的认知,同时传达了教育的人文主义精神和全球共同利益的价值立场。这不仅有助于人们发现职业教育更广泛的投资价值,提振各利益相关方参与和投资职业教育的热情和信心,消解职业教育发展悖论的困扰,而且为国际社会对职业教育发展的监测和比较提供了依据,对各国职业教育改革发展和政策完善提供了目标和方向。National Center for Vocational Education Research(NCVER) of Australia has launched a framework to measure the return on investment(ROI) from TVET. The frame provides a general review of TVET’S return from the perspective of its three major stakeholder groups. It also makes TVET’S return transparent by using more economic and social indicators. The framework can help people to deepen their knowledge of TVET’s functional nature and its responsibility, and convey the humanism spirit and global common interest of education.It helps to discover TEVE’s broader investment value, boost the stakeholders’ enthusiasm of engagement and confidence in investment, eliminate perplexes about TVET, thus laying a foundation for international supervision and comparison of TVET, and providing a goal and direction for the system reform and policy improvement of TEVT in different countries.
