摘　　要：“创新是一个民族进步的灵魂 ,是国家兴旺发达的不竭动力。”“一个没有创新能力的民族 ,难以屹立于世界民族之林。”创新人才的质量和数量决定着一个国家和地区生产力发展的状况 ,对于推动国家经济发展和民族振兴具有重要作用。为此 ,高等教育要采取有效措施 ,积极行动起来 。Innovation is the soul of a nations improvement and the drive of a countrys flourish, without it, the nation can't stand in the world. The productivity development of a country or a district depends on the quality and quantity of the talented personnel .It can play an important role on developing economics and rejuvenating nations. Therefore, the higher education should take active and effective measures to cultivate excellent personnel for the times.
