公办幼儿园的重新界定与区域发展策略——基于学前教育公共服务体系的视角

摘　　要：只有由教育行政管理部门举办、资产国有、办园投入与运营经费以国家财政性经费为主、主要管理者由教育行政管理部门聘任、教育行政管理部门能够对其进行实质性的管理与考核的幼儿园,才能被界定为公办园,否则属于非公办园。在我国学前教育公共服务体系建构中,公办幼儿园应作为主体充分发挥"覆盖"、"主导"与"保底"的功能,以为区域内所有适龄儿童接受学前教育提供公平的机会。鉴于我国地域差异显著,宜以县级行政区划为单位规划、建设和发展公办园。县级政府应主要通过举办足够数量的达到基本质量标准的公办幼儿园来建构和支撑整个学前教育公共服务体系,民办园始终只是配角,起补充作用,为此其区域总体规划应切时而切实;在充分利用社会资源的同时坚持由公办园保底;公办园的建设进度宜早宜快不宜迟。Public kindergartens should be redefmed from the nature of the organizers, operations funding, personnel and recruitment and management modes. In the construction of preschool education public service system, public kindergartens should be the subject and play a leading role to protect the fights of all children and realize preschool education fair. Based on the significant regional differences, the local government should focus on planning and implementing the regional public kindergartens building project with the progress of the regional economic and demographic development.
