教育智库的基本特质分析——基于20世纪“卡内基教学促进基金会”的案例分析

摘　　要：20世纪卡内基教学促进基金会积极践行"财富的福音"和"效率的福音"理念,在美国医学教育专业化、高等学校分类标准制定、研究型大学本科教育改革和大学教学运动的开展等高等教育实践中,积极发挥教育智库的理论引导、方向指导、政策建议和决策咨询服务等职能,展示了教育智库独立自治、源于实践、主题明确、主动作为等基本特质。In the 20 th century,Carnegie Foundation for the Advancement of Teaching(CFAT)actively practiced the idea of'the gospel of wealth'and'the gospel of efficiency'.In such higher education practices as specialization of American medical education,establishment of classification standard of colleges and universities,the undergraduate education reform in research universities and the launching of scholarship of college teaching,CFAT actively serves as an education think tank of theoretical guidance,direction guidance,policy proposal and decision-making counseling,displaying the basic features of education think tanks like sticking to independence and autonomy,stemming from practice,clearly identifying themes and taking the initiative.
