摘 要:在城乡义务教育教师资源配备严重失衡的背景下,城乡教师的合理流动成了缩小城乡差距,促进城乡义务教育均衡发展的有力举措。在城乡优秀教师的流动当中,由于受到"办学条件差异大、绩效工资激励作用失效、福利待遇收入差别明显、农村缺少足额的师资队伍建设专用经费"的诸多影响,流动教师存在明显的单向上位流动趋势。要从教育财政转移支付的视角考虑问题,加强中央和省级政府对县的一般性转移支付、建立"县管校用"的整体性薪资制度、建立省级统筹的专项非匹配津贴补助、建立教师教育分级经费保障机制等,以促进城乡教师合理流动,实现义务教育均衡发展。Due to the unbalanced teacher resources distribution in urban and rural compulsory edueation, the rational flow of urban and rural teachers becomes an effective measure to narrow the gap between urban and rural education and finally to promote the balanced development of urban and rural compulsory education.In terms of the urban and rural teachers' flow,due to the huge differences in schools' facilities,welfare and income, the ineffective performance- based pay system, and inadequate funds for teachers' development in rural areas, teachers' flow is unilateral,from the rural area to the urban area.This paper,based on the perspective of educational financial transfer payment,aims to find to promote the rational flow of urban and rural teachers in order to realize the balanced development of compulsory education. include:strengthen the general financial transfer payment of central and provincial government;establish county's overall salary system, provincial nonmatching special subsidies and teachers' education grading mechanism to ensure funding.
