摘　　要："三方独立测评"教学质量评价办法中,三方即实施院(系)、学生和督导室。通过阐述深圳职业技术学院"三方独立测评"教学质量评价办法及其运行成效,深入分析在当前新形势下该评价办法出现的包括评价办法以终结性评价为主、评价中学生的主体作用未得到充分体现、教学单位评价权重过高以及教学督导过程中多"督"少"导"等问题。提出在指导思想、评价体系设计及导向性教师评优制度设计方面的改革建议。This article elaborates the methods and the effect on a three-side independent evaluation, the teaching quality evaluation which have been carried out for over ten years in Shenzhen Polytechnic. The article gives the further analysis on the problems which emerge from the methods in the new situation and puts forward the designs for the teaching quality evaluating system as well as the evaluating system for the outstanding teachers in higher polytechnic schools after demonstration.
