摘 要:我国学位法律制度建设存在三个方面不足,即学位授权委托代理链条过长,办学效率不高;学位授予程序公正缺失,学位申请者权益保障渠道不畅;学位论文质量评定环节缺乏可操作性的程序规定,培养单位自由裁量权过大。为此,应加强学位立法研究,构建完备的学位管理法律体系;加强学位授予行政法律补救制度建设和完善学校内部学位授予监督机制建设。Chinese system of academic degrees is insufficient in three aspects- the chain of degree authorization is so long as to affect the school operational efficiency; the absence of procedural justice in degree granting makes it difficult to guarantee the rights of degree applicants; operable procedures in monitoring thesis quality still wait to be designed and put into practice. In view of these problems, we should strengthen the legislation of academic degrees and construct a complete legal system of degree management. Besides, a remedial system of administrative law as for degree granting needs improve ment and the in-school supervision requires further construction.
