摘　　要：目的应用医疗安全管理与预警系统,提高医院医疗安全信息管理水平,研究医院医疗安全(不良)事件及医疗投诉争议发生的危险因素和发生的规律,控制和减少医疗投诉争议的发生。方法开发可应用于地市级医院的医疗安全管理软件,对住院患者医疗安全(不良)事件及医疗投诉争议资料进行监测、分析、统计、浏览、查询,形成图文并茂的动态监测图表。结果该软件可用于收集医院内大量的医疗安全(不良)事件、投诉和医疗争议的数据,建立院科两级医疗安全管理网络,对医院医疗安全管理状况作出客观评价,系统通过设定不同医疗争议预警值以警示相关医务人员和医院管理层,以便及时采取必要措施,将不安全因素抑制在萌芽状态。结论医院医疗安全管理与预警系统软件是一个医院医疗质量控制系统,能提高医疗质量,最大限度保证医疗安全,改善医患关系,最大限度避免医院危机事件的发生。Objective To apply medical safety management and early warning system to improve hospital medical safety information management, study hospital medical safety （adverse） events and risk factors for medical complaints and law dispute, control and reduce the incidence of medical complaints controversy. Method Medical security management software was developed for the municipal hospital to monitor, collect, analyze, browse, query the inpatient medical safety （adverse） events and controversial medical complaints data with which to make a dynamic monitoring chart. Results This software can be used within the hospital to collect a large number of medical safety （adverse） events, complaints and medical disputes data to establish medical safety management network on both hospital and department levels, make an objective assessment of the situation, warn the medical and management staff to promptly take the necessary measures to put it in its cradle by setting different medical controversy warning value. Conclusions Hospital medical safety management and early warning system software is a medical quality control system to improve the quality of care, ensure health security, improve the doctor-patient relationship and avoid hospital crises.
