摘  要:政策实施的效果与各方反应表明,当下义务教育学校绩效工资政策对义务教育发展是把双刃剑:微观层面,有助于学校调动教师积极性,提高办学效率;宏观层面,客观地认可了区域间教师待遇差距,进而对均衡发展目标产生消极影响。政策改进现实策略是坚持效率与公平兼顾原则,重视促进均衡发展责任,逐步建立以省域教师收入大体均衡为基本取向的省级统筹义务教育绩效工资制度。The outcome of the policy execution and every sides reaction manifest that the current compulsory education‘s performance remuneration policy is a double-edged sword for the development of compulsory education:from the microcosmic view,it helps boost teachers’enthusiasm,enhance the efficiency of school education;from the macroscopic view,it acknowledges the gap of treatment of teachers in different districts,thus has negative influence on the balanced development goals.The allrounded compensate policies are:insist on the principle of efficiency and impartiality are both important,pay special attention on the responsibility of enhance balanced development,gradually set up the system of provincial concerned compulsory education‘s performance remuneration which focus on making local teachersincome proximately balanced.
