摘 要:高校招生政策是一种公共政策,而所有公共政策均有其政治旨趣,即追求社会公平。但是,从现实看,无论在何种文化下,社会公平作为高校招生政策的政治旨趣难以在政策中得到充分体现,教育领域中的公共政策尤为如此。究其原因,在于高校招生政策一方面是公共政策,但另一方面它还具有教育属性。在教育视野里,高校招生政策应追求教育公平,教育公平应以教育中的"应得"为表现。教育中的"应得"不是仅仅依靠外部行政力量的"给予",更重要的是"应得者"具有教育应得的"资质"。这些"资质"具有教育学意义,而不具有社会学意义。教育通过另外一种形式服务社会,而不是以牺牲教育本质为代价。寻找教育政策中的政治旨趣与教育诉求的平衡点是高校招生政策有效性的基本保证。College enrollment policy is a public policy, which definitely has its political goal, that is, to pursue social justice. But in any cultural reality, social justice is difficult to be sufficiently reflected in college enrollment. The reason is that college enrollment policy is more educational than political. In education, it should be in pursuit of educational justice, which manifests itself in the form of "wor- thiness" rather than the mere "offer" on account of some external administrative drive. More impor- tantly, the "worthy ones" possess the "qualification" for education. Such "qualification" is of educa- tional but not social significance. While serving the society on its own way, education must not lose its nature. It is essential to look for the point of balance between political and educational goals in en- suring the validity of college enrollment policy.
