摘  要:自2010年起,我国各级政府大力提升了对教师培训的重视程度,尤其是加强了对于西部省区教师培训的投入力度。我国西部省区教师培训财政投入体制正在经历一场巨变,这种变革涵盖经费投入主体、经费投入总量以及与经费投入相关的经费分配、使用等内容。在此背景下,本文以广西自治区为例,立足于我国西部省区中小学教师培训财政投入体制的发展现状,对其改革趋势进行探究,提炼出以下改革趋势:中央财政发挥主体性作用;省级财政发挥导向性作用;市县级政府的财政投入职能加强、财政管理职能凸显;学校层面的经费投入成为财政投入的有益补充;保障教师培训经费充足为第一要务,兼顾公平与效率。Since 2010, all levels of governments in China have made great efforts to enhance the degree of attention to teacher training and focus on strengthening the input for teacher training in the western provinces. In the west of China, the teacher training fiscal investment system is experiencing a great change, covering the subject, amount, relative allocation, use and content of the funding, etc. Under this background, in this paper, taking Guangxi autonomous region as an example, based on the current situation of financial investment system reform for the primary and middle school teachers ’training in western provinces of China , we explore the trend of reform, and which can be summarized as follows: central government’s financial input plays the role of domination, while provincial governments’financial input plays the role of orientation; the county-level government’s function of financial input and financial management have been strengthened;the school level funds become a useful supplement to the financial input; the insurance of adequate funding for teacher training is the first priority, with fairness and efficiency also in consideration.
