摘　　要：我国现行的英语能力标准滞后。顺应我国当前的政治、经济、人才培养、教学改革等时代因素的要求,借鉴现行的国内外英语能力标准,基于交际能力语言理论,构建新的、与时俱进的、以培养具有国际竞争力人才为导向、兼顾通用英语能力突显学术英语能力、体现文化重要性、分级明确、具有科学性、可行性的非英语专业大学生英语能力标准势在必行。The current English proficiency benchmark is out of date on China's Mainland. A new anti more scientific one for the non-English majors is required to be drawn up in terms of politics, economy, education, teaching reform etc. in China. It is to be based on the existing English language proficiency benchmarks home and abroad. A benchmark should define the different levels of proficiency, and it is supposed to attach more importance to academic English than general English. It is to be worked out in the light of the theories of communicative language competence, and it is intended to cultivate talents with capacity of international competiveness to serve the society.
