摘  要:素质教育概念提出20年来,中国素质教育改革与发展历经实践的检验,走出了一条独具特色的道路。新时期,应全面梳理大学素质教育理论与实践,推进大学教育综合改革。文章提出应推动思想政治教育与素质教育融合,促进教育与养成相结合等基本观点,同时指出构建大学生素质教育体系、有效推进大学教育综合改革关键在于动员各方积极性,全员育人。Since the concept of quality education was advanced 20 years ago, the reform and develop- ment of China's quality education has undergone practical test and carved up a road with distinctive features. In the new era, the theory and practice of college quality education should be completely clarified so as to push forward the comprehensive reform of higher education. This paper suggests that ideological and political education should be infused into quality education and that education and cultivation should be combined. It also points out that the key to the establishment of a college quality education system and effective promotion of comprehensive reform of higher education lies in the initiatives of all parties and education by all staff.
