摘 要:作为长期困扰我国的社会难题,食品安全治理更多地倾向监管思路,主要依靠标准控制和法律追究等途径,却始终无法彻底解决问题。文章从责任视角出发,对食品安全责任认知的内涵和主体进行了分析,认为提升系统成员责任认知能力和水平,将是解决问题的根本途径。以食品消费者为实证研究对象,构建结构方程模型,揭示消费者对各主体责任认知的内在关联。结果表明:企业、政府和媒体在责任认知过程中,都起到了重要的节点作用,通过不断强化网络路径,能够有效保证责任信息的交流与互动,使得食品安全体系在较高的责任认知水平上不断良性发展,从而有效化解食品安全危机。Food safety as a long term social concern in China tends to be more often treated in governance ideas, mainly depending on standard control and legal action, which remains unsolved all the time. From the perspec- tive of responsibility, responsibility cognition of food safety will be identified in terms of connotation and sub- ject. It is accepted that a fundamental way would be to enhance the ability and level of responsibility cognition of system members. Then a structural equation model was constructed to analyze the internal relations of re- sponsibility cognition for consumers which are viewed as subjects of the empirical study. Results suggest that enterprise, government and media should all be regarded as important nodes in the responsibility cognition. And the responsibility information can be disseminated and interacted effectively while strengthening the net- work paths. Finally, food safety crisis can be solved thoroughly when the system develops on a higher level of responsibility cognition.
