摘　　要：幼儿园教师队伍及其素质是教育质量的决定性因素,占据七成多的民办幼儿园教师的质量对我国学前教育事业的可持续发展提出了巨大的挑战。当前民办幼儿园教师队伍存在着数量不足、素质偏低、队伍不稳定等问题,主要受法律层面保障缺失、教育行政管理不当、政府财政投入缺乏等方面的制约。因此,国家应制定或完善有关法律法规、加强政府的教育责任、落实民办幼儿园教师的工资标准和社会保障制度、提高民办幼儿园教师的专业化水平等来保障民办幼儿园教师队伍的建设及其质量的提高。The high-quality development of kindergarten teachers is the decisive factor to education quality. Above 70% non-government kindergarten teachers＇ quality has brought huge challenge to the sustainable development of preschool education. For the moment, there are several problems on non-government kindergarten teachers, such as insufficient quantity, low quality, instability and so on. These problems are restricted by the deficiency of law, improper education administration, lacking government finance input, etc. Consequently, for promoting the construction of non-government kindergarten teachers, it needs to formulate or perfect related laws and regulations, strengthen government＇ s educational responsibility, implement wage standards and social security system and enhance specialization level.
