摘　　要：缺少有效的外部质量证据是国家教育考试公平监测指标体系的缺陷。这不仅制约了招考公平质量的提高,而且影响了招考公平的权威性与公信力。问题成因是对教育考试服务的本质属性缺乏认识。解决该问题,需要从服务理念入手,以"服务对象"的角度审视招考公平,完善教育考试公平监测指标体系,提高招考公平监测的正效应。Lack of effective external quality evidence is a defect of national education examination fair monitoring index system. This not only restricts the improvement of enrollment fairness, but also affects the authority and credibility of the enrollment fairness. The cause of the problem is the essence of education testing service attributes, lack of awareness. To solve this problem, the enrollment fair should be judged from the point of service objects, the national education examination fairness monitoring index system should be enhanced, and the positive effect of monitoring enrollment fairness should be improved.
