摘　　要：在高等教育现代化尤其是高等教育质量保障面临危机的背景下,俄罗斯自2012年开展了高校效益评估活动。到2014年以评估法律法规、评估指标为主要内容的评估体系已具有质的发展。在全面分析俄罗斯高校效益评估进程的基础上,文章反思了其在制度建设、评估主体、评估指标和评估方式等方面对我国高等教育质量评估活动的借鉴意义。In the context of modernization of higher education, and especially the increasing crisis of higher education quality assurance, Russia has carried out effective monitoring of universities since 2012. The monitor- ing system has already gained unprecedented progress in 2014 in monitoring of laws and regulations, as well as monitoring indicators. Based on the comprehensive analysis of effective monitoring in Russian universities, the author reflects on its institution construction, monitoring body, monitoring indicators and methods, etc., which will be used for reference to the monitoring of higher education quality in China.
