摘 要:通过对山西省城乡义务教育阶段儿童受教育条件权的实现状况的调查结果表明:农村儿童受教育条件权得到了明显改善,城乡儿童受教育条件整体差距逐步缩小,但城乡儿童受教育条件权尚未充分满足;城市儿童受教育条件权实现状况整体好于农村儿童,教学软件差距尤其明显;农村学校"虚拟满足"状况不容乐观。在继续改善农村义务教育教学硬件的同时,必须将农村学校人力资源配置、教育教学资源开发和利用以及整体办学水平的提升,作为促进城乡教育均衡发展、保障农村儿童受教育权利真正实现的基本策略来考量。We conducted a comparative study of realization of children' s right to receive education between urban and rural areas in Shanxi province by the survey, the object of which is the children who receive compulsory education in Shanxi province. The results show.that rural Children' s educational conditions have been improved obviously, and the gap between the urban and the rural has been gradually narrowed but there is still room for improvement; urban children generally enjoy better educational conditions, especially in the software teaching facilities; the situation of "virtual meeting" is not opti- mistic in rural schools. While keeping improving the hardware teaching facilities in rural compulsory education, it is neces- sary to improve the overall level of human resources allocation, the development and usage of educational and teaching re- sources as well as the school running, which will be taken as the strategies to promote the balanced development of urban and rural education, and guarantee the real realization of rural children' s right of receive education.
