摘　　要：“以德治国”是新世纪党中央提出的重要治国方略 ,它对高校德育工作提出了更高要求 ,也为高校德育课教学带来了创新机遇。加强德育目标体系建设与校园环境建设 ,提高德育课教师的师德修养与德育能力 ,加快内容创新 ,不断改进德育课教学的方式方法 ,是高校贯彻“以德治国”方略 ,加强德育课教学建设的有效途径。To Administering the state by morals' is an important policy that the Central Committee of CCPC, puts forward in the new century. It gives moral work in colleges and universities higher requirements and offers a creative chance to moral education teaching. So, strengthening the construction of moral education system and campus surrounding, improving the moral cultivation and ability of moral education of the teachers, quickening the content creation, and improving the teaching method of moral education course are the effective ways to carry out 'Administering the state by morals' policy and strengthen the construction of moral education.
