摘  要:洛扎县属于西藏自治区的边境县,地广人稀,交通不便,环境艰苦。作为边境县,洛扎县教育事业的发展相对滞后,不仅具有西藏地区的一般性和共性特点,而且表现出一定的特殊性和差异性。本文以洛扎县为案例,基于相关文献和田野调查资料,就县域基础教育发展的现状和问题作了分析考察。认为目前存在的主要问题是师资结构性失衡、代课教师待遇偏低、教师职业缺乏社会吸引力、集中办学困难、学前教育滞后等方面,并尝试提出解决问题的对策及发展思路。LHOZHAG county is an border county of Tibet autonomous region, with much land and few peo-ple, traffic inconvenience, difficult environment. As the development of the border counties, LHOZHAG countyeducation is lagging behind, not only has the general and common characteristics of the Tibet region, but also theparticularity and difference of. In this paper the LHOZHAG County as a case, based on the related literature andfield survey data, analysis is made on the current situation and problems of county's basic education. The mainproblem is that teachers structural imbalance, substitute teachers low pay, lack of social attraction, teacher occu-pation focused school difficult, preschool education lags behind and so on several aspects, and attempts to putforward suggestions to solve the problem and possible development ideas.
