论基础英语的教育目的、课程目的和教学目的  

On the Systematic Purpose of Basic English Education in China

摘　　要：2012年版的英语课程标准以“能用英语做事情”的描述方式设定各级目标要求，旨在强调培养学生的综合语言运用能力。本文从教育目的的内涵和沿革两方面进行分析，并对比三个版本的英语课程标准，指出现行的课程标准中的教育目的、课程目的和教学目的相混淆，不利于各地贯彻执行；教育目的体系必须具备三个层次，即教学目的服务于课程目的，课程目的服务于教育目的；“能用英语做事情”作为课业目标时为课程目的，聚焦语言教学时则为教学目的；教学目的要聚焦语言本身，以奠定语言基础知识和基本技能，其实施手段要采用多种教学方法，以达到学会使用语言的课程目的，进而实现具有实质内容的外语教育目的。The National English Curriculum of 2012 edition regulates diverse targets by a general description of doing things with English in order to foster primary and secondary students＇ integrated language competence. The subject of this article is the analysis of three versions of English Curricula in pursuit of hierarchical structure in formulating various purposes. The article proposes that the criterion for doing things with English can be both the curriculum and teaching purposes, and meanwhile three-level system of pedagogic, curriculum and teaching purposes should be advocated and implemented.
