摘 要:自2006以来,宁夏农村义务教育阶段特岗教师计划的实施,在一定程度上弥补了农村教师队伍建设的问题,但宁夏城乡义务教育教师的师资结构水平仍存在较大差别,教师流动现象较为普遍,并以单向流动为主。通过对宁夏城乡中小学校教师流动现状的实证调研,分析影响城乡教师流动的主要诱因,提出稳定城乡教师队伍的应对策略,旨在为构建促进义务教育师资均衡发展的城乡教师流动机制提供有益借鉴。At present, there is still a big difference between urban and rural teachers in Ningxia in the aspect of teacher structures. Teacher flow phenomenon is more common and is with a one-way flow from rural to urban areas. Through the empirical investigation of the current teacher flow phenomenon of the primary and secondary school teachers in Ningxia rural and urban areas, we find that the main cause of this is that there is a lack of restraint and operability of the teachers' remuneration and benefits, teachers' personnel system and their flow system. Therefore, we can effectively stabilize the rural teacher team with the development of pertinence and operability of teachers' personnel system and flow system, improvement of rural teachers' salary, achievement of standardization of the exchange and cooperation between urban and rural compulsory education teachers, and improvement of teachers' social security sys-tem.
