摘 要:内发发展理论以其凸显发展的相对独立性、自发性,强调发展的整体性、协调性,更加注重以人为本,尊重地域特性以及突显发展方式的多样性等特点,予义务教育均衡发展,尤其是如何走向优质均衡的实践探索以深刻启迪。以内发发展理论推进县域义务教育均衡发展,以教育质量提升及人的全面发展为最终目标,以县级政府及教育管理部门、学校和利益相关者等内发发展力量构成发展单元,科学利用本土资源,合理借鉴外来经验,注重特色发展,是实现县域义务教育高位均衡的可行路径。Endogenous development theory is characterized by its relatively independence and spontaneity,attaches importance to overall and coordinate development,pays more attention to people-oriented ideals and respects the diversity of geographical features and highlights the development of other characteristics.The endogenous development theory inspires the balanced development of compulsory education especially for a better practice approach to high quality balanced development.According to the interpretation of endogenous development theory,to achieve the high level balanced development of county compulsory education,we should take the promotion of educational quality and the overall development of human being as the ultimate objectives,give full play to the endogenous development forces as the county government and educational administrative sectors,the schools and stake holders,so as to make use of local resources scientifically,take example by other experiences reasonably,and attach importance to the characteristic development.
