摘　　要：20世纪80年代以来,在州政府公共财政持续削减与公立大学外部问责制的双重压力下,美国公立高校兴起了责任中心管理(RCM)的机制改革,RCM以各学院自治自理和加剧大学内部竞争见著。印第安纳大学布鲁明顿分校(IUB)实施的RCM改革具有一定的代表性,其经验为我国高校分权化改革突破认识局限以及大学有效治理提供了路径参照。Since the 1980s, having double pressures of the public funding austerity with external accountability, which push American public universities to adopt Responsibility Center Management （RCM） model reform, RCM is familiar with every tub on its own bottom and intensifying college internal competition. Taking Indiana University Bloomington （IUB） as a case study and analysis RCM＇s operational process in the IUB,which offers a glimpse into the consequences of RCM in American Public Higher Education that concluded that although the RCM phenomenon similar in USA and China but they have different causes, while IUB＇ s RCM experience help may help our higher education reform to break cognition limited and may provide reference path for our universities＇ effective governance.
