义务教育师资均衡配置的政策工具:分型检视与改进建议

摘　　要：师资配置均衡是义务教育走向高位均衡的关键。当前,我国促进义务教育师资均衡的政策工具包括权威型工具、能力型工具、激励型工具、系统变革型工具、劝诫型工具等。政府在应用政策工具时,一定程度上存在着权威型工具缺乏灵活性,激励型工具激励条件不足,能力型工具实效性不强,系统性工具缺乏顶层设计,劝诫性工具影响力薄弱等问题。展望未来,义务教育师资均衡配置政策的变革,应在系统分析各项工具优势与不足的基础上充分用好、用对各项工具,并通过优化组合充分发挥各项政策工具的效能。The key to connotative development of compulsory education is the balanced allocation of teaching staff in China.Based on the theory of policy tools,the policy tools of promoting balanced allocation of teaching staff include authority type tools,power tools,incentive tools,system transformational tools,dissuasive tools etc.However,there are various problems in the practice of policy instruments.The problems are overusing of authoritative tools,insufficient stimulation,low effectiveness of power tools,lack of top-level design of system transformational tool,and weakness in suasion.In the future,in order to push the compulsory education teachers＇ balanced allocation policy for change,the government should do deep analysis on the advantages and disadvantages of policy tools,and the optimization of various tools,which can ensure the full use of policy tools.
