美国基础教育中PARCC评价体系的研制模式及其特点

摘　　要：美国构建"为升学与就业做准备评价联盟"评价体系缘于其"核心标准"的出台和建立统一性评价体系的诉求。该评价体系研制模式的框架包括建立共同合作的联盟式研制组织、以"证据中心"和"通用设计"为研制方法、遵循标准化的研制程序。该评价体系研制模式的基本特点包括:建立了"联邦—州—专业机构"共同合作的支持联盟机制;凸显了公平与证据相结合的设计原则;基于"核心标准"采用科学的研制程序。Due to the demands of promoting the implementation of the Common Core State Standards and the building of national assessment system, American government has decided to support the development of PARCC assessment system. The development model of PARCC assessment system includes： buildiing the cooperation organization; applying evi- dence-centered design and universal design;standardized development process. The Char- aeteristics of PARCC assessment system＇s development model include： establishing the ad- vocay coalition; embodying the design principles of equity and evidence; applying scientific procedure based on Common Core State Standards.
