摘　　要：随着教育改革的逐步推进,教育公平问题引起公众的广泛关注,城乡义务教育均衡发展成为实现教育公平的根本保证。城乡义务教育资源配置失衡的原因、特征与制度障碍、制度供给不足等密切相关。制度层面的创新成为促进城乡义务教育均衡发展的路径选择。With the gradual reform of education, education fairness problem caused extensive concern of the public; urban and rural compulsory education balanced development become the fundamental guarantee of realizing fair education. The cause of the urban and rural compulsory education resource misallocation, features and system obstacles, and the system are closely related to the supply, the innovation of the system level to promote urban and rural compulsory education balanced development path selection.
