合法性危机下“欧洲高等教育机构分类法”的宣传与应用

摘　　要：透明性是"欧洲高等教育机构分类法"(U-Map)设计的核心思想,虽然高等教育利益相关者都可从中受益,但由于分类法的先天缺陷和潜在用户的误解,他们对于这种基于用户导向的多维分类法的接纳度不一致。为增进透明工具的合法性,U-Map项目组采取多种方式开展宣传,使得分类法的应用覆盖面持续扩大,社会参与度不断深入。U-Map第四期项目的经验表明,宣传应用是分类法取得社会认同的关键,这对我国高校分类研究具有一定的借鉴意义。Transparency is a core concept of Classifying European Institutions for Higher Education （U-Map）·Although higher education stakeholders can benefit it, U-Map couldn＇t be accepted by them because of its birth defects and potential users＇ misunderstanding. To enhance legitimacy of the transparent tools, U-Map project team adopts variety of disseminate ways to expand its implication coverage. Experience of U-Map 4 shows that activities of dissemination and application is important for social identity of HEIs classification, which in domestic research of HEIs classification should be taken seriously, the object of this type of activity should be targeted, a variety of strategies and approaches should be adopted and institutions should be absorbed to participate in the application of HEIs classification.
