摘  要:以特殊教育信息化带动特殊教育现代化,促进特殊教育的创新与变革,是现代特殊教育发展的必然趋势。为促进我国特殊教育信息化的发展,本研究采用调查研究法,从无障碍信息化环境建设、特殊教育信息化资源建设、特教教师信息化教学应用及信息技术应用能力培训等四个方面调查我国特殊教育信息化发展现状,发现目前我国特殊教育信息化主要存在信息化康复环境建设薄弱,区域性差异显著、特殊教育信息化资源严重匮乏、特殊教育教师缺乏专业的信息化教学能力培训等问题。提出为了更好地推进我国特殊教育信息化发展,需要制定特殊教育信息化政策、法规和措施,加快特殊教育信息化规范化进程;推进数字校园建设,普及信息化教学、康复训练环境,保证特殊教育学校的均衡发展;建设国家特殊教育数字教育资源公共服务平台;实施特殊教育学校管理人员、教师的信息技术应用能力培训;加强国际化交流与合作,开展基于信息技术的教学—康复一体化改革与实践探索等。Using ICT(information and communication technology) to modernize special education and to promote creativity and innovation in special education is an inevitable trend of the development of special education. To advance the informatization of special education in China, this study used survey research design to investigate the developmental status of the informatization of special education in China from four aspects: the construction of barrier-free ICT facilities, the development of ICT resources for special education, special education teachers' use of ICT, and the training of the teachers' ICT abilities.Research findings revealed several issues in informatization of special education, such as there lacks the construction of ICT-based rehabilitation facilities; significant gaps exist among different regions; ICT resources for special education are rare; special education teachers have few training on the instructional use of. On conclusion, this study suggests measures that can better advance the informatization of special education. These measures include: making polices and regulations and taking actions to quicken the process of establishing standards for the informatization of special education; constructing digital campus to popularize the facilities for instruction with ICT and rehabilitation training, and to ensure balanced development of special education schools; constructing national public service platforms to provide ICT resources for special education; training special education teachers and school administrative staffs to enhance their abilities of using ICT; promoting international exchange and collaboration to explore the reform and practice of integrating instruction with rehabilitation using ICT.
