摘 要:利用纵贯数据,评估教育统筹权漂移对城镇化进程的影响,估算义务教育统筹成本。结果表明:(1)教育统筹权向中央漂移对城镇化效率的影响不显著,对流动儿童有显著的正向影响,对留守儿童有显著的负向影响;而统筹权向省级漂移对城镇化效率产生显著的正向影响,即统筹权上升利于城镇化推进。(2)2030年城镇化水平达75%,城乡教育统筹改革成本累计约10万亿,为全国公共预算教育经费累计的13%,城乡教育统筹改革在财政上具有可行性,推进高质量的新型城镇化,中央须承担更大的责任。With the collected data,this paper intends to evaluate the influences of the transfer of the education administrative power on urbanization to estimate its cost.The research has the following results.First,there is no obvious influence on urbanization when education administrative power is with the central government,as it has positive effect on migrant children while having apparently negative effect on leftover children.However,there is an obvious positive influence on urbanization when the education administrative power is transferred to provincial government.Second,by 2030,the level of urbanization will reach 75%,and the cumulative cost of education reform will be controlled in 10 trillion,equivalent to only about 13% of the national public budget funding for education,which means that rural education reform has financial viability.The key action is to strengthen top-level design,which would form a reasonable cost-sharing mechanism.The central government assumes greater responsibility,breaking the barriers of administrative divisions and promoting high-quality new urbanization.
