摘  要:通过调查发现,中小学教师继续教育存在以下问题:"项目式"将教师继续教育碎片化、行政主导下的继续教育不重视核算教师利益、继续教育供给则缺乏市场活力、教学在继续教育体系中缺乏应有的地位、缺乏相对独立的专业评估等。主要原因在于执行机制不完善。本文研究提出,应从信息传导机制、目标人群利益核算机制、行政机制、市场机制、教学机制、评估机制等方面去完善继续教育政策执行机制,从而确保继续教育政策的目标效益。Through the survey,it is found that there exist the following problems in continuing education: the"project"has fragmented the teachers' Continuing Education; teachers' interests have not been accounted under the administrative leadership; supply of continuing education lacks the vitality of the market; teaching lacks the due status in continuing education system; and specialized evaluation system and feedback are expected. The main reason is that the implementation of the mechanism is not perfect. This paper proposed that we should improve execution mechanism of the continuing education policy to ensure the continuing education policy benefits from the following aspects: accounting mechanism of the target population interest,administrative mechanism,market mechanism,teaching mechanism and evaluation mechanism.
