新加坡高职院校内部治理特点及启示

摘　　要：新加坡的职业教育体系独具一格且高效完备,其高职院校的内部治理具有"机构精简,权责明晰"、"纵向垂直,横向无界"、"多方合力,共同治理"等特点。参照新加坡的经验,我国在进行高职院校内部治理改革时,要注重精简行政编制,提高管理效能;创新机制,实现校企深度合作;坚持民主协商原则,突出教师的管理地位。Singapore has already developed a unique and effective system of higher vocational education. The internal governance of each public vocational college bears distinctive characteristics as ＂lean bureaucracy with clarified responsibilities＂, ＂vertical organization with horizontal unbounded＂, and ＂multiple cooperation with common governance＂. Following Singapore’s experience, in the procedure of our reforming of internal governance in higher vocational colleges, we should pay attention to streamline the administrative establishment, improve the management efficiency; create innovation mechanism to realize the profound cooperation between colleges and enterprises; adhere to the principle of democratic consultation so as to highlight the status of ordinary teachers in the college management.
